Plastering is the trade everything else sits on. Decorating over a poor skim just makes the poor skim shinier, and tiling over one causes problems you only discover later.
We skim over existing walls and ceilings, board and skim, and take rooms back to brick for a full re-plaster where the old plaster has blown. Artexed ceilings can be skimmed flat, and patch repairs after electrics or plumbing are a regular part of bathroom and kitchen jobs.
What you're paying for is flatness and crisp internal and external corners — the things you notice when the light comes across a wall, and the things a roller can't hide.
