If the peaks are pronounced, you either need to apply a base coat first to build up the low points before finishing, or consider boarding over the ceiling entirely. How the Skimming Process Actually Works
Here's what we do when we arrive to skim an Artex ceiling, step by step.
1. Assess the texture and check for asbestos risk. We look at the depth of the texture, the age of the property and the condition of the existing surface. If there are any cracks, loose areas or signs of damp, those need sorting first.
2. Prepare the surface. We apply a coat of PVA bonding agent (or a specialist bonding coat for deeper textures) and let it go tacky. This is what makes the new plaster stick properly. Rush this stage and the skim can delaminate later.

4. Apply the finish coat. Two thin coats of finish plaster, worked flat and tight with a steel trowel. This is the skill part. Finish plaster has a short working time, so you need to move confidently and consistently to get a flat, blemish-free result.
5. Polish and leave to dry. Once the plaster has started to firm up, it's trowelled again to close the surface and bring up a smooth finish. It then needs time to dry fully before painting, typically a few weeks for a full cure, though it can be painted sooner with a mist coat.
6. Clean up. We sheet up properly before we start and leave the room clean when we finish.
